A complex $1B+ brownfield motorway upgrade with Transurban as the developer, procuring entity, and long-term operator.
- Commercial Leadership: Commercial leadership across procurement strategy, contract and packaging structure, commercial model, market engagement, risk allocation and project documentation.
- High-Level Negotiation: Led upstream commercial negotiations with the Queensland Government and downstream commercial engagement with delivery contractors.
- Governance and Workstream Integration: Board and Executive reporting; led and integrated multidisciplinary teams across commercial, legal, finance, and technical streams.
Logan Enhancement Project | Transurban
Queensland's first market-led proposal — a landmark brownfield motorway upgrade requiring simultaneous upstream and downstream commercial and legal structuring.
- Procurement and Commercial Strategy: Supported development of procurement strategy and commercial principles.
- Project documentation and negotiation: Supported the D&C contractor procurement process and negotiated upstream and downstream delivery contracts ensuring integration and alignment of commercial, legal, and delivery workstreams.
- Project delivery support: Strategic advice on delivery and claims.
Inland Rail Program | Australian Rail Track Corporation (ARTC)
Senior legal and commercial role supporting the Inland Rail Program across numerous packages at various delivery stages.
- Strategic Procurement: Advised on procurement strategy, risk allocation, project documentation and interface arrangements across multiple packages and contracting models (ECI, D&C, ITC, Construct Only).
- Dispute Strategy: Supported claims and settlement strategy on numerous packages balancing project momentum and commercial considerations.
- Whole-of-Project Coordination: Collaborated across various workstreams including commercial, property, engineering and environment, to maximise consistency of approach and minimise integration risks.
Atlassian HQ — Tech Central | Atlassian
A direct negotiation with the NSW Government to develop Atlassian's new global headquarters as the anchor tenant for Sydney's Tech Central precinct, incorporating upstream negotiation with NSW government and downstream procurement of D&C contractor.
- Commercial strategy and frameworks: Negotiating commercial principles and embedding commercial principles in robust transaction documents with the NSW Government and key stakeholders.
- Precinct Integration: Advised on and negotiated interface and cooperation arrangements with NSW Government and other key precinct stakeholders.
- Equity Structuring: Supported the structuring and negotiation of a partial equity sell-down to a major institutional investor.
Cross River Rail PPP | Confidential Bidding Consortium
One of Queensland's most significant transport projects — a complex PPP bid requiring the tight integration of legal, commercial, technical and financing workstreams.
- Critical Document Review: Led the review and negotiation of the Project Deed and key project documents.
- D&C Contract negotiation: Drafted and negotiated the D&C Contract and critical interface arrangements including engaging with financiers and O&M Contractor on behalf of the consortium.
- Legal Strategy and Due Diligence: Developed the legal negotiation strategy with the Client Bid Director and coordinated comprehensive due diligence.
Social Infrastructure PPPs | Queensland Government
End-to-end advisory on landmark Queensland social infrastructure PPPs, from business case development through to financial close.
- Sunshine Coast University Hospital PPP: Advisor across all project phases, including the private hospital, and health precinct planning and integration.
